When I flush my toilet, the water comes up instead of going down…Can I fix this on my own?

This is on a normal flush. The water comes up to the top of the bowl and then slowly goes back down in a circular motion It never really flushes completely.
I’ve tried a plunger and it does not seem to be plugged.

its plugged try plunging if that doesn’t work remove the floor bolts and tip it upside down and remove whatever object you find in the S curve of the toilet with a drain snake
